What is the best compact digital camera as of December 2008?

Hi, I am looking for a digital compact with wide angle (<28 mm) range and an optical zoom 10x or greater. Yet, I also would like it to take excellent HD record. It is not vital that it be greater than 9 megapixels. I also prefer a lithium battery as different to A4 batteries. The budget is at 450 $ circa. Also, image stabilization may maybe come in clever. Any suggestions? I was thinking a Panasonic DMC TZ5. Thanks all
