That means the mechanism inside your camcorder is bent or broken. I bet it fell once with the tape mechanism open, mine did and it was only by luck i own 3 of these so i could fix it for myself.

palladin is right, it could easily be broken. though it does require power to load tape and it could be that your battery is about kaput.
