Is there any way to fix a digital camera if the top of it snaps and you can see inside of it?

Well, you didn’t really say what model or brand, and I’m not sure exactly what snapped, whether it was the top cover itself, or if there is a pop up flash?? Any way, you can have that repaired, as long as the parts are still available, i. e. it isn’t more than 10 years ancient.
You should any go to the manufactures website and see if they any have a repair center near you or an authorized repair shop near you that you can call or take the camera to get a quote on the repair. Just FYI, a authorized repair center may charge you for an estimate, but the actual manufacture should be able to provide you with a free estimate, depending on who it is.
I don’t have an exact cost on what repairs cost, since it varies from camera to camera. I would probably hazard a guess of $ 100 for a smaller point and shoot digital, if that is what you have. If not, it may maybe be a lot more expensive, up to $ 200 for some digital SLRs. I hope that helps.

Leica D-Lux 3 is one of the best, if money is not an issue.
