Take a moment to choose, don’t rush! I wish I hadn’t of rushed when I bought my first digital camera.
Look here:

There are a lot of fantastic cameras to consider. This is a camera that you’ll use for a while until you feel ready to upgrade to maybe a DSLR but no need to reckon about that now.
What are you plotting on taking pictures of? Just anything? Or something in particular?
The SD960IS:
http://www.usa.list.com/consumer/controller?act=ModelInfoAct&fcategoryid=145&modelid=18289
has HD movie, and it’s only $ 30+ more than the 880IS. Plus it has 12.1 megapixels. 4 x optical zoom.
But if you don’t care about making excellent videos and don’t care to have slightly larger pictures then it doesn’t matter, 880IS or 960IS.
I’d choose the 960 but it’s up to you. I reckon the 880IS is a fantastic camera.
Look them all over, read the reviews, and if you can, the camera out before you buy it.

Well after much research i chose to buy the camera .So far it is the best digital camera i ever used . Fantastic results.
Here is a small summary:
The excellent:
Brilliant photo quality for its class; optical image stabilization; pleasing interface and design; wide-angle lens.
The terrible:
Mode dial spins a bit too freely; button positioning might bother some users; very noticeable fringing.
The bottom line:
Simply place, the List PowerShot SD880 IS is an brilliant point-and-shoot camera.
Well, if you want to buy the camera I recomend you to buy it from Here : http://www.ma.laiphone.com
Fantastic Deals!
Hope this helps

The camera must be at least 10 megapixels (even if i would prefer 12), it must shoot HD record, and it has to come with a rechargeable battery.
Oh, it must also cost under $ 200.
I did a lot of research and i know there are many out there, but according to reviews they aren’t very excellent. Can you make a recommendation? Thanks

All I can tell you is, I have a FujifinePix, and I reckon they are brilliant cameras.
They make one to suit most pockets. Check out their range, I recommend them.
Mine comes with a rechargeable battery, and a cradle to stand it in while charging which is soooo clever.

First off, why would anyone want that many megapixels in a sub-$ 200 camera? Same with HD record? You are asking for poor results.
The “cheapest” camera that I in excellent conscience can recommend that meets persons specs is the List SD940IS which has an MSRP of $ 299 and I’m sure you can find it for a small less. In fact, now that I read more up on it, I’m pretty sure I’ll buy one for myself. Up your sleeve from having too many megapixels and HD record to clutter up my memory card with unnecessary pixelbits, it looks like it is an otherwise fantastic camera, with image stablization, excellent low-light performance, and a wide angle lens- all of which you will want if you plot to be using a camera for any type of record.
ps, if you’ve already done a lot of research and read from public who are experienced at evaluating cameras that the cameras meeting your description tend not to be excellent… why would YA give a different answer? When a product can’t be found to meet your specifications and budget with out unacceptable compromises, the only answer is to revise any your budget (get the List) or your specifications (get a cheaper List, Olympus, or Fuji.)
Oh, also consider last year’s List SD780, it has all the features you questioned for but it a small quicker to the $ 200 mark with an MSRP of 249 and available just under $ 200 from a lot of sites online.
