How do you interpret the I.S. result at DPreview?

I don’t know the 0 – 100 part.

It compares the different IS modes and cross references them with different shutter speeds. The colors indicate the results (from sharp to blurry).
The result is stated in the paragraph directly above the graphs: “Our tests (conducted at 52mm equivalent zoom at a distance of around 2 meters) suggest that Mode 1 generally gives better routine, rendering around a 2-stop advantage while Mode 2 provides around 1.5 stops. Though, Mode 2 appears more effective at very slow shutter speeds.”

Their both fine cameras but I prefer Canon and would always recommend over any other brand.

Neither are better. They are each part of a larger system. You have to choose which system you want … not a camera which will be replaced in a few being.

Both are excellent model.T1i come with more megapixel and take 1080p video while D90 come with quick – focus, frames per second, and card access and better lens kit. Personally I would recommend Nikon D90
